On March 1997, the safety and security of the citizens of Mons, Belgium, were put to the test when Officer Olivier Motte, while completing his daily rounds on horseback, discovered several trash bags along Rue Emile Vandervelde in the village of Cuesmes, which is a stone’s throw away from Mons.
