Dave is the host of Tax Notes Talk and editor in chief of Tax Notes Today International, a Tax Analysts daily news publication. He manages a staff of journalists who report on important developments in the international tax community.

When not at work, Dave cares for the pair of feisty Chihuahuas he adopted with his wife.

Marie Sapirie

Marie, who joined Tax Analysts as a legal reporter in 2010, writes in-depth, technical articles and features on a wide array of federal tax topics and is a frequent guest on the Tax Notes Talk weekly podcast. Her writing has covered such areas as the energy tax credits of the Inflation Reduction Act, partnership audits, and opportunity zones. Before joining Tax Analysts, she was an associate with the tax practice at Covington & Burling LLP and a law clerk for Judge D. Brooks Smith of the Third Circuit and Judge Glen E. Conrad of the U.S. District Court for the Western District of Virginia. Marie has a BA in English and economics from Georgetown University and a JD from William & Mary Law School.

Ryan Finley

Ryan excels in developing comprehensive, technical articles and features that focus mainly on transfer pricing and related issues such as U.S. transfer pricing litigation, OECD-led guidance projects, and other international developments, analyzing pressing issues to engage the public and foster discussion. Previously as a legal reporter for Tax Notes Today International, he covered the OECD’s base erosion and profit-shifting report on transfer pricing as well as high-profile U.S. court decisions, including Amazon v. Commissioner, Medtronic v. Commissioner, and Coca-Cola v. Commissioner. He also helped develop Tax Notes’ Transfer Pricing Center. Before joining Tax Analysts in 2015, Ryan worked as a transfer pricing consultant. He has a BA in economics from Johns Hopkins University and a JD from the University of Illinois College of Law.

Stephanie Soong

Stephanie specializes in international tax reporting, offering expert coverage on the OECD, the G7 and G20, and the two-pillar global tax reform plan, and she is a frequent guest on the Tax Notes Talk weekly podcast.  She has been included in ICAEW’s #Economia50 list of the most influential sources of finance news and information in social media, and in International Tax Review’s Global Tax 50 list of influential individuals, organizations, and geopolitical events in the tax world. After freelancing for various publications, she joined Tax Analysts in 2012 and previously served as a reporter and senior reporter. Stephanie has a BA in English literature from the University of California, Irvine, and an MS in journalism from Northwestern University’s Medill School of Journalism.
